If you want to learn Arabic within a year so you can read classical books and speak/understand, how many hours a week would I need?
That's a great question. Arabic language requires a strong grammar framework to be able to comfortably understand the text you are reading. It doesn't work like most european languages. For this reason, I'd say you should start with a strong focus on grammar. To supplement this, I'd also recommend watching kids shows in Arabic (try and find one that actually enjoy)! I was told that the best way to learn Arabic is to immerse yourself for a few months in an Arabic speaking country. Is this actually true? I don't have a background in Arabic at all so I don't know if this is the best way to start.
It definitely is one of the fastest way to build your vocabulary and get used to listening, reading, and talking the language fluently, as you would be forced, in many situations, to communicate with people who can only speak the Arabic language.
