Double question marks are rarely seen in any form of formal text (e.g. poems, newspapers, reports etc.), since their use is not punctually correct. If used however, the person probably wants to emphasise something. For example: ‘I got 10 A*s in my GCSEs!’ Someone may reply ‘Really??’ As the grades were unexpectedly amazing. Hope this helps!
