This depends upon the reaction system that you are describing... By definition, endothermic reactions take in energy (ENdo ENters), so the reaction system will gain energy although the surrounding will feel cool as the energy is leaving the surrounding to enter the system - think of a snowball in your warm hand... the snow will heat up and melt as your hand feels cold because heat is moving from your hand into the snowball. Conversely, exothermic reactions release energy (EXo EXits), so the reaction system will lose energy and the surrounding will feel hotter as energy leaves the system and enters the surrounding - think of warming your hand by a campfire, the exothermic reaction of combustion is releasing energy which heats your hand within the surrounding.
