Edexcel a level chemistry question: if 2 elements are closer to each other in the period table, does this mean that their covalent character is increasing? Many multiple choice questions ask to choose the row with increasing covalent character.?

Covalent character means that the bond between two atoms tends to be a sharing of electrons rather than a transfer of electrons as seen in ionic bonds. The difference in electronegativity determines the covalent character of a bond. The smaller the difference the higher the covalent character. So yes, two elements that are closer together have higher covalent character.

What is the oxidation state of nickel in [Ni(CN)4]2- and in [Ni(H20)4(OH)2] and how do you find it?

The oxidation state of Ni in the first compound is +2. To find this we see that the charge on CN is -1. There is 4 of these cyanide ions, bringing a total charge for these ions to -4. The overall charge of the compound is -2 and so to get from -4 to -2 this must leave Ni with an oxidation state of +2. (-4+2=-2)!
